Enabling the Extend Option overrides the Queue Option.

You must disable the Extend Option and enable the Queue Option before Queue Time in menu MM->5->1 will take effect.

NTCIP Object Reference - Detectors - Vehicle Options (MM->5->2)

This menu implements the bitwise data in the NTCIP 1202 object 2.3.2.2 VEHICLE DETECTOR OPTIONS PARAMETER.

Call

2.3.2.2 VEHICLE DETECTOR OPTIONS PARAMETER (bit 7) - The Call Option enables the detector to place a vehicle demand on the assigned phase when the phase is not in the green interval. The Call Phase parameter or the Switch Phase Parameter determines the assigned phase.
 

Extend

2.3.2.2 VEHICLE DETECTOR OPTIONS PARAMETER (bit 4) - The Extend Option resets the assigned phases' passage timer during actuation in the green interval. This permits the detector to extend the assigned phase. This feature overrides the Queue Option as described below.
 

Queue

2.3.2.2 VEHICLE DETECTOR OPTIONS PARAMETER (bit 6) - The Queue Option allows the detector to extend the assigned phase until either a gap occurs (no actuation) or the green has been active longer than the user-selected time. Enter the queue time in the Queue Limit parameter found under MM->5->1 (Vehicle Parameter screen). The Extend detector option for this detector must be disabled for this feature to operate.
 

Add.Init

2.3.2.2 VEHICLE DETECTOR OPTIONS PARAMETER (bit 5) - The Add.Init Option enables the detector to accumulate vehicle volumes during the yellow and red intervals which are used with added initial calculations.
