Time Base Sync Ref is defined in 2.6.1 TIME BASE PATTERN SYNC PARAMETER as the number of minutes past midnight used to sync the system time base. The default is zero (midnight reference); however, the parameter has a range of 0..65535. A value of 65535 forces the sync reference to the hour and minute that the action and pattern are called through the time-of-day scheduler.
The GMT Offset is a Naztec MIB used to synchronize the time reference from an external GPS receiver.
