This menu programs the optional lag-offsets for each pattern when running each ring independently under USER phase mode.  The phases in each ring must be programmed for all phases in each of the other rings in the sequence.  This allows one to four single ring controllers to time concurrently in each ring.  The NTCIP offset in the pattern table references the beginning (end) of the coord phase specified for ring 1 in the Split Table.  You may specify lag-offsets for additional coord phases in rings 2-4 to controller the offset in each ring independent of the other rings.  This feature is illustrated below.

This menu also programs inhibits for Bus (Low Priority) preemption (bits 1-4 above) and inhibits applied to Platoon Progression outs (bits 5-8).
