Enable Run Timer (MM->1->7)

The Run Timer is basically a "kill switch" for the controller. Certain operations, like changing the operating mode of the controller or reflashing the program require that the Run Timer is OFF.  When the Run Timer is OFF, the Controller Voltage Monitor and Fault Monitor outputs are not asserted placing the cabinet in flash if the unit is currently controlling an intersection.   This is a safety feature which prevents the controller output from going to an unknown state when the unit is reprogrammed.
